Lame-o Question

So, I'm making some lounge-around-the-house trousers and need some help. My pattern calls for me to cut the fabric on the fold so that I end up with a
folded piece. However, the side that is on the fold also has those notch thingies. If I cut the notches on the fold, I will end up cutting into the middle of
the piece and making little holes, like when you make paper snowflakes! Anyway, is the pattern mistaken or am I completely mad?

Thanks!

I've done some sewing in the past, but it has been years since I've made anything other than a Halloween costume. I recently volunteered to make a dress for my daughter's friend to wear for a performance. Unfortunately, the pattern and fabric are a night mare to work with. The pieces do not fit together properly. At first, I thought that I had made a mistake while cutting it out, but I put the cut fabric back on to the paper pattern pieces and they are pretty accurate.
